    Just moved in to my first apt myself back in feb. I know they shut the pool down after sundown so i dont have that issue... my problem is the people above me and below me... person above me does their workouts at 11:00 at night... sounds like a herd of elephants running over my head... the asshole kid below me, feels the need to blast his subwoofer for his music until 1-2 am. I know exactly why I want to buy a house as soon as I can afford it.

    best advice to give you is, contact the leasing office and security. yelling at people wont get you anywhere.

    Condo is no better.

    In many respects, it can be worse because you have no on-site management.

    A bad tenant can be railroaded out by enough pissed off tenants.
    A bad condo owner is with you for life as long as they aren't in violation of the CC&Rs... many things that people think the HOA should handle are issues for the police.
    We had a homeowner complain of their neighbor poisoning their dog and expected US to do something. Some HOAs may overstep their bounds... and homeowners that know the law can make a lot of trouble for them.

    Boils down to the only thing the HOA can do is mail a letter, and perhaps call to a hearing for a fine. If the asshole is okay paying fines, the HOA can't do anything more.
