Need moped info - legal or not in 626 area??

A friend and I have been wanting mopeds for a while now, but found out they were illegal out in CA (2 strokes at least) due to emmissions. I have seen one or two out in Clairmont (2 stroke), one in Fontana, and some people are selling prebuilt mopeds with 2 stroke engines on CL (Craigslist) now. I read one listing that said that the seller asked local officials about the moped he was on and they only required a helmet.

ANY Officials/those in the "know" in the 626 area know if this is legal to have/use (2 storke)? My friend has seen a 4 stroke (motor was mounted on back of bike) but it's VERY rare to see them about ... which is weird imo and what also has me "iffy" about making one.

**I am inquiring about the 2 stroke because it's less expensive and easier to mount v. the 4 stroke**

We have been researching on and off, and after a while I just stopped researching, that is until he brought it to my attention about a month ago, and has not stopped since ... peeked my interest again.

Why do you want a moped?

 

wanted one, but no cash for it right now. Plus I won't be able to afford the reg and other stuff needed for it to be street legal.

you don't need to register or a license to have one. apparently JUST a helmet and some standard bicycle safety stuff is all you need.
