Not true, you need all that stuff gone with TIG. Unless you like 50% air in your welds.[/QUOTE]

I've been welding for 13 years and am also a level 1 welding inspector.. Mill scale doesn't create porosity, poor welding technique and/or incorrect parameters do. I wouldn't have opened my mouth if I didn't know for sure what I was talking about...

I've found mill scale actually makes for a smoother surface for paint(unless its extremely heavy or coming loose. If there's rust that's just starting, a good rub down with xylene or something similar will remove that. Otherwise without extra coats of paint you'll be contending with the striations you made with the buffer...

Well I do mostly 4130 tube and I know for a fact that if the mill scale isnt removed there is porosity, 100% of the time. Just my personal experience. If I clean everything nice, inside the tube and out, and wipe it down with acetone I get a perfect weld every time. I've had similar results with mild steel.

I've only been doing this a year though so what do I know

    .
Chris offered the cop $20 if he would draw on me and let him take a picture of it. It was funny though, the cop asks me "have I been drinking" I told him I don't drink, then he asks if anyone else has been drinking and Rob starts in the back seat "Oh hellyeah I been drinkin!!!" He could smell it coming out of my truck. I also had a bottle of Jager, on ice, in my lunch cooler sitting between Julie and Rob on the back seat:)
