Adopting my step-son

So I have been discussing with my wife for me to adopt her son we have been married since 1999 and have been a part of her son Tyler’s life since he was 13 months old. he is now about to turn 13 years old . I would like to formally adopt him and feel like a complete family instead of my wife and I with one last name and Tyler with another. His biological father has been asking for months to have us forgive his child support that he or rather his wife now pays, so I don’t think there will be much of an argument from him also Tyler has his mother’s maiden name and not his biological fathers. Most importantly to me was of course to talk this over with Tyler, he is behind this so we are looking to move forward. The problem is I don’t know where to start on this. Has anyone here adopted their step-child how was the process and any advice?

My best friend adopted his step daughter but that was 20yrs ago...I'm sure alot has changed since then. But I'm betting the District Court in your area would be the best place to start.
