    If a number is divisible by 3, the sum of it's digits will also be divisible by three. If a number is divisible by 9, the sum of it's digits will also be divisible by 9. The first number you chose was multiplied by 3 making it divisible by 3.
    1 2 3 4 5 6 7 8 9 becomes 3 6 9 12 15 18 21 24 27

    adding 3 simply shifts the series by 3 but it's still divisible by 3.

    6 9 12 15 18 21 24 27 30

    Multiplying by 3 again makes them all divisible by 9.
    18 27 36 45 54 63 72 81 90

    Multiplying it again by 3 makes it divisible by 9 which means the sum of the digits will be divisible by 9. Since they're all two digit numbers, they will always add to 9.
