Secondary "charcoal" air filter

Hi I'm new to the site, I finally got my tacoma after driving cars and wanting a truck for a few years now. I've been reading up on a few things and I've seen some of you mention removing a secondary charcoal air filter. where is that located and whats the best way to go about removing it.

I have a 2005 SR5 5 lug with the 4 cylinder engine by the way if that helps

 

Thanks for the help gonna take care of that tomorrow morning after reading up on how much better gas mileage is without it, any other suggestions on improving mileage and gaining a bit of power?
