What causes you ignition some times to lock up and you have to turn on the steering wheel to unlock it so you can turn the key?

Just tension on the locking pin. Same reason if you park on a hill you get that clunk when you shift out of park. If you turn the steering wheel it relieves the pressure and allows you to turn the ignition on.
