Add "How To" link to BST Rules sticky

    I noticed that the BST rules sticky says that you must include a picture of an item being sold, and I know there are a lot of folks out there who like to jump on a seller the moment he/she doesn't have a pic up (even if the seller states he doesn't know how to upload one), but the former, and often the latter doesn't tell the seller how to upload or post one.

    I think it would be a good idea to include links to the How To Upload Photos and How To Post Pics threads in the BST Rules sticky.

    I know they're in the menu bar at the top of the page, but I don't think everyone catches it there. Personally I didn't notice it up there for awhile, but it wasn't an issue because I was already familiar with the format of VB forums. We'll still have people starting FS threads w/o pics, but maybe it will be a few less.
