What I don't understand is, with a big city such as SD, how come they don't have a county fire dept?

Down here, fire protection is broken into "fire districts" meaning that they are regional , example: San Diego county has what they call "unincorporated areas".. LA county is the same, however in those unincorporated areas, such as the community where I live, we have LA county fire. I'm 30min north of LA. Weird.

It may be because theres so many unincorporated communities in L.A. county that they consolidated & partnered an agreement with the county, how long has LA had a county FD ?
