understanding "torque"ing bolts

    Dual flowmaster exhaust, tinted windows, 3 inch lift, kobalt tool box, Westin light bar, satoshi grill, painted parts everywhere K&N intake
    I'm not sure where else to put this so I guess I'll put this here. So when doing a lift kit install, there are a few instances when you need to "torque" the bolts. What exactly does this mean and how do you do it? Sorry I'm still kind of a newbie, I just need help understanding what this is and how to do it.
