If I place a bottle jack under front drivers side a arm an jack it up shouldn't the lower control arm hit the bump stop before the tire comes off the ground?

It appears the answer is no from your photo. Why should the truck rest on its bump stops simply by jacking it up from one side? The bottle jack is simply replacing the ground at a different leverage point slightly inside from the tire. you would need very soft springs I'd think to rest on the bump stops that way and then the truck would ride on the bump stops under its own weight because there would not be enough spring force to provide suspension travel or lift the truck off the bump stops.

I guess I'm imagining one tire up on a curb....would you expect that side/tire to rest on the bump stops? What are you trying to do?
