Is the 1 gr-fe 4.0 v6 considered a hemi since the plugs sit in the center of the heads

Yes. Most all OHC engines use a "Pent roof" also known as a "Hemi" cumbustion chamber.

well according to webster the term hemi would describe the v6 4.0 gr-fe since the heads are hemispherical in shape . inefficient in shape u need some xplaining to do?

Thats correct. A "Hemispherical" cumbustion chamber is very efficient for cumbustion.

It still flows better than any other design, which is why its used in most vehicles.

That may be the case on emission standards and if you take a look at a gm wedge u will see they slid the rings so far up the piston to compensate for emissions making for less combustion and end result loss of power? its all being burnt up in the catalytic converters.

Same design, just "tweaked" for use with a 4 valve per cyl. head. Its still called a "Pent Roof" cumbustion chamber.

GO back and look for toyota designs on other engines and you will see they called them hemi v8 up to v12 s they even had a 4cyl hemi.

The term "pent roof" and "hemi" mean the same thing. Even in Toyota lituratue, they list it as "pent roof" combustion chamber, then in parenthesise say " hemispherical"

Details aside, I think we can all agree on one thing: If anybody puts a "Yeah, it's got a hemi" sticker on their Tacoma they deserve to be bludgeoned.
