07 purchase rust?

Westin Bully Bar, With dual PIAA 4" lights mounting on the front.

So Im looking at a truck in souther Vermont. The truck is an 07 double cab with just over 39k on it. There is rust on the outside of the frame that is flaking ,extending from the drivers door back past the passenger door on both sides. The engine block has white spots, and the exhaust manifold underneath ,has a nice rust layer. My question , is this normal ? Any help is appreciated.

Geeze, i have an 05, and there is NO rust on mine, i would take a pass on that thing.
That looks like it was in a flood.
