07 taco purchase rust?

So Im looking at a truck in souther Vermont. The truck is an 07 double cab with just over 39k on it. There is rust on the outside of the frame that is flaking ,extending from the drivers door back past the passenger door on both sides. The engine block has white spots, and the exhaust manifold underneath ,has a nice rust layer. My question , is this normal ? Any help is appreciated.

 

for that area, could be. High snow/salt seasons will do that to a truck. Im willing to bet the owner didnt wash it on a regular basis to get the snow/salt off of it.
