CLutch sticks about 1-2 inchs down when I release it?

    99 Tacoma 6cyl.
    My clutch sticks about 1-2 inches from the top when I let off of it. You guys know what type of problem I'm having? I also have trouble starting the truck sometimes. Just a clicking noise but no start. I just replaced the battery and thought that cured the problem until today I had the same problem. Not a mechanic so I need help before I spend a ton of money.
