The paint on my front bumper is chipping away at an alarming rate, and is slowly traveling up the fenders. Does anyone else have this problem?

The reason I asked is because in some areas there is a strong influence of acid rain. My mother's car was a victim of that and her whole car had to be repainted. But the chipping I see on your truck is different than the large flakes that came off of hers.

Some say that the paint on the vehicles nowadays is not a resilient as in days past because of new paint safety standards.

im either going to line-x the bumpers and rocker panels OR go with an aftermarket steel bumper.

This. Rip that plastic shit off and replace with a real bumper.
