    Looks like the original owner's handiwork.

    One main ground from the battery. He probably had some sort of off-road lights or stereo set up and just clipped the wires and took the stuff out before selling the truck.

    It isnt factory. Looks like some kind of fuse box, did you buy the truck used? Looks like someone wired up something, and cut it out before they sold it.

    thats a voltage transfer point or simply a place to connect battery voltage .
    Using a 12 volt test light , check to see if you have 12 volts on the right side . Then check to see if you have 12 volts on the cut wires ( left side of picture ) . Keep it, as it can be used to power future components . must have powered something aftermarket ?
    Have you owned the truck since new ? Thats not factory .....
    Could have powered additional lights ,stereo system etc etc
    Forgot to mention that if you test for voltage on the left side and shows 12 volts , at very least put some black electrical tape on the cut wires to avoid cooking your battery
