Negative pressure in fuel tank

So whenever I open my gas tank, there's a rush of air into the tank when I remove the cap. Like, a large amount of air. My first thought is something in my charcoal canister is plugged, not allowing air back into the tank.
Thought or ideas as to why I would have negative pressure in my tank?

Suppose to. Keeps fumes in untill the right time to be burned. No check engine light. Forget it and drive it.

He's got a 98 and running a fuel cell - I'm guessing CEL's may not be a concern.

Probably need to add a rollover vent in the cell.
