Help! Tacoma throttle plate - how much should be open?

Infinite internet wisdom:

I'm attempting to clean the throttle body on my 1st gen (2003 v6). I noticed that the throttle plate doesn't open up all the way when pulling the throttle wire (the way it's current adjusted, you move the wire like a half inch before the throttle actually engages).

Is that how it is supposed to be?

In looking at pictures o the internet it looks like it should open all the way, right? like:

Just to clarify, the plate rotates to like 30-45° right now, instead of 90° like the pic I have above.

Nevermind, figured it out.

It's electronically controlled in the 03/04's. The cable on the front is cruise control.
