power steering problems

    I have a 1998 Tacoma 4wd sr5. I had steering problems. I Ellard the power steering pump and flushed the fluid. It's still making the whining sound and the pump acts like or is not working. Feels like no power steering at all and when it does kick in, it's loud as can be. Any ideas?

    Clean the screen at the bottom of the PS reservoir.
