My steering wheel is off center a little bit. The previous owner said he got it back from the dealership like that when he took in for the ball joint recall. If I'm driving down the interstate and let go of the wheel, it want to go back to its original position, thus pulling the truck to the left. Would this be an alignment issue, or because my steering wheel is crooked? Does that make any sense?

That does not always indicate that the alignment is off. There's a separate adjustment that can be done during an alignment that recenters the steering wheel.

In my area many shops will do an "alignment check" for free. That way, if you do need one, they already have you in the shop. Just make sure you know the cost prior to getting the "free" check.

Good deal. I know with my 4runner I could only take it to certain shops that had some special balancing machine. Does the same thing go for an 03' Taco?
