Should be easy to root yours using htcdev.com. It won't get you S-OFF status, so flashing kernels will require an extra step when flashing ROMs.

I use Linux, doesn't cost me a dime. You could run adb with a live Linux CD in a virtual machine. You won't need drivers to connect to your phone either.

I keep switching between AOKP Milstone 1 and Taste of Beans. They are the most stable roms with great battery life that i've tried.

Been trying out a couple Jellybean 4.2.2 ROMs the last couple of weeks. I like it much better than Ice Cream Sandwich so far. Snappier performance and better battery life.

I flashed Hyperdrive for my S3, last week and it's been awesome so far. Great battery life and it's super fast, probably the fastest ROM I've ever used. I have it paired with Leankernel.
