brake controller testing question

    First off--thanks to everyone for the great information. I've installed a Hopkins 47235 brake controller since I'll be pulling a popup camper for the first time in a few weeks (along with seven pin plug). I do not have a trailer to live test the install so I decided to measure the voltages at the controller.

    Red wire Blue wire (brake output)
    Brake pushed 12v 10-12v depending on %adjust (limited testing)
    No Brake 0V 6v <<???:eek::eek:

    Should there be 6v on the brake output with no brake input?? Is this just a "needs a load" issue? This is my first exposure to these controllers but this does not seem correct.

    FYI -- Called Hopkins; they said that the controller is looking for the trailer brakes so it sends a voltage back there until it finds them; then stops until the brakes are depressed. So this is normal operations (i.e., it needs the load).
