why wont my 4 wheel drive engage?

    Knn intake, 4 inch suspension lift
    Alright I have a 1992 toyota pickup extra cab, not locking hubs which I hate! I have vacuum lines that don't seem to work? How do you tell if they are working? What are usually the problems? Its engaged before but I went to try out my new tires and it wouldn't go in to 4 hi or lo...

    Also I have access to 89.5 axel with locking hubs can I jus simply make the swap? Or what do I need to look for in order for this to happen?
