Take the screws out, to remove the lid. Take the lid with the attached spring still attached, put the lid in a vice and cut the ends of the spring off with a bolt cutter.
It works perfectly now and did not cost me $300.

It no longer flies open when lifting my arm off of it.
It stays open without the spring and
    It stays closed, when closed
If it rattles or bounces a little, attach velcro to it.

The spring loading is for wimps. Heaven forbid that one should have to provide 5 ounces of pressure to lift the plastic alloy :rolleyes:lid to open it. I really do not undertand why Toyota spring loaded it. Oh really, I do undertand. Put a cheap breakable latch and charge $300.00 for the whole consel then another $200, to $300 to have the dealer install it. Nice raquet.

Just cut the spring and be frugal and happy
