Did you test the new starter before you installed it? New/rebuilt does not always mean good. I would pull the starter and use jumper cables from another battery/vehicle to the ground and the solenoid and see if it spins.

Also, you said you replaced fuses. What circuits were the fuses to?

Did not test the new starter but we know it receives power. That being said could it still receive power yet the solenoid be bad?
    The fuses replaced were:

EFI 15 A: multiport fuel injection system/sequential multiport fuel injection system/electronically controlled automatic transmission system

AM2 30 A: starting system, all components in "ENGINE", "IGN", "WIPER", "GAUGES", "RADIO", "CIG" and "TURN".

Yes, it is very possible that the new starter is bad. When you take your battery and alternater in to be tested, take the new as well as old starter if you still have it and have them tested as well.

I would also verify with the multimeter that the fuses you replaced are good using the "Ohms" scale on meter. You should get "0" ohms when testing them.

So the new starter is fine. Hooked it up to cables and the solenoid clicks. Testing a different battery this evening.
