low gear issue

2001 Tacoma 4wd

When driving at low speed in 1st an 2nd gear, with constant pressure on gas peddle, the truck slows down (kinda like gearing down) with the rpms staying constant for a moment then dropping down a bit. It lasts for a bit and then returns to normal. Any ideas?
