Im not very informed on wheels and tires yet so forgive me if this is a stupid question but what does the offset on wheels do? I see some are +20mm or -4mm and i don't have a clue what that means.

Basically, the more negative the offset the further out from the frame the wheel is so your tires will stick out. The more positive, the further in towards the frame so the tires will be more inside the flares.
