'99 extended cab Tacoma 4x4 converted Prerunner

I just bought these wheels off a guy and I'm just trying to figure out which Pro Comps they are. They look like the 6001 but I don't see them in black. The guy said the "powder coat" was coming off but up under where it's coming off it's black. So i'm trying to figure out if it's really powder coat or if they were black and just painted over. Or either they had the chrome ones powder coated/painted
