What makes this a bad snow tire?

Why is this 265/70-17 not rated for severe snow? It doesn't make sense to me why this particular tire isn't rated for snow, but all others of this tire are. Can anyone shed some light on this?

my dad has those on his 3/4 ton, that he uses to plow, and hates them. they really do suck in the snow.

Best guess would be slight differences in tread compounds between the LT and P rated tires.

I have these in a P rated, and they are severe snow rated. And if you notice there are some LT which are and some which are not. Here is a link to the Tire Rack explanation for why some are and some aren't. Also here is an attached explanation from Continental Tire, owner of General.
