Over spray on tires

So my cousin owns a 03 dc with painted black wheels that he painted and look amazing so me being not much of a painter I asked him to paint mine so he did I go out to look and there's a Ton of over spray on my tires and it looks like shit does anyone know how I can get the over spray off the tires?

It's fresh paint. But steel wool works too.

I've used it on fresh painted sidewall without issue.
