Decided to switch vehicles with my son and I'm now driving his Tacoma. He rattle canned the stock rims with black paint that is now chipping a little.

I'd like to remove the paint, but don't want to deal with removing the tires. Would paint thinner, a rag, and some elbow grease do the trick with the wheels mounted. Or is it going to be a pain?

its going to be a pain. any chemical that will remove the paint, will also likely damage the stock clear and graphite finish underneath. your best bet would be to sand them down properly and re-paint them, or go get them powdercoated

Stock steel wheels, so nothing to worry about stripping. I don't think...

Run of the mill rattle can paint is a 1K paint which means it's not a catylized paint and should wipe off with a rag and laquer thinner.

well if you're not worried about stripping, hit it with some acetone or laquer thinner and wipe it right off
