Bolt a piece of flatbar to your existing mudflap bolts and use that to support a second flap outboard of the first? Or just buy a couple of semi truck mudflaps, trim to size you want, bolt to existing brackets?

Sorry, I meant to actually make the extensions out of the tape. This would of coarse be temporary just for the inspection. Im assuming you want a permanent solution?

Get a semi truck mud flap and use your existing flap as both support and a guide. Gorilla glue the trimmed semi truck flap over your existing one for strength and maybe bolt the top corners... if you cut it cleanly enough you'll never know a difference unless you look at the tire side of the flap and see the bigger one sitting on the smaller original.
