I just bought a used 2008 xrunner and there is a black plastic spacer on both front hubs. they space the wheel out about a 1/4". Is this stock?

Does it have the factory rims????
If not its to adjust the offset of the rims. some people do it to make the rims more flush with the wheel well.

the rims are stock. the spacer is almost like a plastic ring around the hub. it is chamfered on the inside to fit against the disk. It is a 1/4" thick and 1/4" deep, just enough to keep the hub from going into the wheel center. If it's not stock I'm removing it.
