they are expensive. best bet is a used one, they rarely go bad.

for new, put in your vin number and search for your Toyota part number here: http://www.toyodiy.com/parts/q.html

according to what I find using my truck vin the valve is part number 47910-35320 and is used on all Tacoma from 95.5-04 years. looks like it costs $180

for used, click here: http://www.car-part.com/ its listed as "brake proportioning valve"

I should be able to get 30% off cost thru work. I guess I'll have to wait till Monday to order it if I can't find it locally

get new bolts for it too and cut/grind off the old bolts, they are notorious for being frozen or snapping off and if yours is bad from rust just forget trying

the only thing is its a PITA to bleed the brakes through that thing because it only gets like 10% of the brake pedal pressure passing through it.

strange its the only thing rusty, maybe give the new one a coat of paint before installing?

it looks clean enough you shouldnt have a problem but I would still go ahead and break the bolts loose to make sure they will break loose just in case and presoak in rust penetrating fluid to be safe.

that's great, did the bleeding give you trouble? when I did mine I did it alone with the bottle method and it took about 15 minutes of pumping, 5 for both fronts and 10 minutes for both backs (5 for each side) until it was all clear clean fluid again but I flushed the whole system so I had to push new fluid from the MC all the way to the back wheels.

No trouble bleeding took maybe 10 mins on the lift. I bled the new valve then the right rear. Then left rear. Moved to the front right then left front.
