I have a 1999 reg cab with a salavged title would my truck still be covered under the rusty frame recall. thanks Bob

 

No, savage title means you really cant get anything done under insurance to your ride even if its not your fault.

 

Nope, Toyota will not honor the frame recall if you have a salvaged title.

A salvage title usually means the vehicle has been 'totalled' - and already been a part of an insurance claim.

As soon as that vehicle (VIN #) is rendered totalled - it's off the radar and a dead VIN# (so to speak).
