I actually asked the guy at the body shop if he could do it, but he said he had no where to send it to. However the general consensus from the guys at the shop was someone, whether it be spilled or hit, damaged my truck. They then put some sort of paint to try and cover it up, since they all noticed some cast off around the damage. At this point I'm not even mad at the damage. I was planning on a bumper anyway. I'm mad at the fact someone tried to cover it up thinking I wouldn't notice three 6" + gouges in my paint. Hopefully if this is the case, whoever did it will own up to their actions. If not, oh well. Time for an off road bumper

Here is my bet. Someone at the dealer brushed against it with greasy or dirty clothes, or otherwise smudged it with grime, and grabbed the nearest rag to wipe it off. The rag just happened to have DOT 3 or 4 brake fluid or a solvent on it.

It's just a stock superwhite bumper.
I talked to the dealership. Apparently all of the techs are perfect and there is no way brake fluid got anywhere on the exterior. Either way what's done is done. Thanks everyone for their opinions.

That is what I was thinking... Brake Fluid or Paint remover.
