Took my interior out today to put some sound dampening down on the floor, and came across this thing, its under the rear of the front console, and has a fan on the front of it, in the pic i "borrowed" the red arrow is pointing at it, it has a grill on the back (shown). the wires connected to it go under the passenger seat and then out of the cab through a grommet, can someone please identify :)

Did the sound dampening material make any difference?

Yes it did but not a huge difference sound wise anyway, the package also says it reduces heat/AC usage we'll see about that

I did all the vertical walls down, floor pan, and rear wall x2 and the difference is huge. I can barley hear any road noise at all when driving with the windows up.

Yeah I did the back wall too and added some carpet underlay also to muffle sound and keep in heat during the winter.
