Ummmmmm I don't have any experience with bilsteins, but it could be a number of things.
Try to stop where you hear the scraping and take a look. Maybe try to rock the truck back and forwards while it's stopped too. Check inside the fender wells to see if there are any rub marks.

Take a look at the front mud flaps, right at the beginning (lower level) of the wheel well. I had some very very minor rubbing that occurred with my lift (OME - 3") with 265/75/R16. Only happened when I was backing up into my driveway or turning sharply into it. My driveway was up-hill though, so not sure what yours is like.

Turn right problem solved. Jk. It's your tire rubbing. Had the same thing happen when I did my billys. I am running bigger tires than you are. Follow jdawg562's advice on how to find the rub spot.

with 2 1/2" lift, I've cut half my splash guards off and trimmed the bottom of the fender flares inside the wheel well and every once in a while I get a rub. I've drove through ditches getting it off-camber, jacked up the corners of the truck, been through some deep ruts off road, never can get I to do it and see absolutely no rub marks anywhere? only thing mine could be hitting are the cab mounts, and I see no run there either? Curious what you find

I trimmed the bottom edge the flimsy plastic fender liner on mine today because I still cannot see where it is rubbing and that seems like it could be the closest thing to rub?

I don't know how to circle stuff on the pic. I've cut a lot off the splash guard, trimmed the inner fender liner along the pinch weld, and had to trim the fender flares at the ends

Listen fellas. When you run bigger tires, you will rub. If you lift, upgrade your uca's. 2 inch 3 inch, whatever. It will keep you from hating life down the road. In the meantime, do like our homie says and force the rub, stop. Get out and see what's coming close. Angles and weight and variables like this will create unusual circumstances for your suspension and frame. Locate the source and then chop, remove, or ignore. Removing your front flaps is likely all you will need to do. Sorry if I'm sounding bossy...I'm a few deep. And good luck.

If you have the cheap skid plate, the one made out of a thin metal type material, it can get bent and contact a tire at full lock. When I went to bigger tires that's where I rubbed. Applied two fingers worth of pressure to the skid plate and bent it back to where it belonged. Problem solved.

(Note to self: factory skid plate more like paper plate)

Wouldn't be cab mounts. Tire isn't that big. What's the offset on your wheels? Might need more negative offset to clear the uca. Surprised that a tire that small is rubbing. I've got 275/70/17 with a -6 offset wheel and they clear perfect. Took off front flaps and only get a little rub on the fender at lock in reverse. And I still havnt even trimmed at all.

It is almost never mentioned, but you can gain clearance in the rear of the fenderwell by making sure to have your front cam bolts, on the lower control arms, turned slightly inboard before getting an alignment.
