Merhi is in the yellow car that gets hit . Apparently he slowed to a crawl before the line .

 

The French commentator says something along the lines of " pourquoi Merhi arrete ? " which is basically " why did Merhi stop ? "

 

The pit crew work on / build up the car as well , so how would limiting how many people change the wheels during a race change anything ?

 

Longer pit stops? Instead of 2.5-3 seconds they would be 10 seconds. But that wouldnt really change much since its every team.

 

How do you establish the personnel amount and conversely , how do you establish the budget cap figure ?

I think they would be better served by just distributing the funds more evenly

I crawled around underneath one of those at Watkins Glen, about an age ago. They could never get the front tires to work right. Today's improvements in rubber tech might get the job done though; just look a Bowlby's wing car, that has next to nothing for front tires.

The V8's were all Cosworths. The V12 Matras were the ones you really wish you heard, they were incredible sounding. Ferrari had a V12 too (at the beginning of the formula), but while the Ferrari sounded fine, the Matra was on another level.

Agreed. Why did he slow so much? And why wasn't the other driver looking ahead?

 

That's the problem though , in all other spending capped sports , they distribution of profits from the league is distributed evenly across the teams and then the cap is adjusted up or down on the profitabiliy of the league / series for that season , so any cap system would have to start with a redistribution of funds
