Here is the list the stealership gave me of things wrong on my 2008:
    1. Emergency brake housing
    Cost; $541 + tax
    2. Steering column rack
    Cost : $1200 + tax
    3. power steering line.
    Cost: $351 + tax
    4. Struts. Cost : $541
    5. Shocks. Cost: $245

    So what would you suggest?
Nothing was wrong when I brought it in

You mean they broke the components you listed?

If that's the case, I would get a lawyer.

Thats crazy and next they will try to hit you for labor
I would raise hell i don't see how they can charge you when they are changing frame because of recall. I'd talk to a lawyer.

Need a little more information here. Did you request anything done? Did they break it while changing out the frame? Are they suggestions?

If they're just trying to charge you for stuff they think you should replace I'd tell them to put the old parts back on. They'll probably say they got rid of them but that's not your problem, it's theirs. You never authorized them to do those repairs so they have to get it back to the way it was when you brought it in. If that includes all new parts, so be it.

How many miles on the vehicle? Struts/shocks are wear items. They do eventually need replacement. I understand that while they are already off it's a good time, because the labor should be free.

What exactly are they claiming is 'wrong' with the other parts? Rusted out? Worn out?

I'd think a field trip and examination of said problems was in order. While it's a great time for them to make some $, since they have your vehicle captive, not everyone is dishonest. There could be actual problems there.

the shock and strut prices sound fully loaded with labor, with the dealership trying to recoup some of the cost of the frame swap.

If the parts only failed in the frame swap process, then it is on them to repair.

I thought Toyota covered the entire cost of the frame replacement including an allowance to the dealer for labor.

That's why I ended up trading my 03 in for the 2015. Toyota does pay the dealers for the work. Warranty work and gravy for the dealers. What happens if you get the parts on line and hand them to the dealer? There is no way they can charge you labor.
