No, but it's an explanation of why that money shows up as a positive. It wasn't a cutback, it was a process change that yielded a net benefit to the company. IE Toyota engineered a better way of doing things which saved us money.

No company is cutting 420 million USD from R&D in a quarter. It'd be corporate suicide.

Toyota didn't save 50 billion Yen cutting engineering expenses, they saved 50 billlion Yen by engineering processes that saved them money. That money comes right from earlier R&D expenses.
