What are you supposed to do when this stuff wears through?

My wife has an 09 Corolla and a friend (previous owner) had this applied...

Now after years in the hot Cali sun it's burning through and flaking away...

I liked it when it was intact
As I'm a detailer and had an excuse to not have to do anything but wash her car...

Now it looks terrible and I don't want to get my clay or mitt anywhere near this stuff......

I know the coating is put on ABOVE the clear coat. My question is the clear coat still intact or not. Clear coat can flake as well especially if the coating has burned off.

Yes, the car is white and spent most of its daytime life in an underground parking garage

The flaking is thin and the paint underneath it is still glossy...

Most of the cars finish no longer beads.

I'm trying to figure out what to do with it, colorsand? Can I go over it with acetone or mek?
