That part about allowing previous year engines just seems like a way to allow Manor to survive and perhaps gives a cheaper path for more team entries rather than the full customer car proposal

 

I believe the power units are technically still owned by the engine supplier so yes

 

I think the ECUs are all the same spec too , pretty certain they are built by Williams

 

Any team that wants to make money would need to score constructor points so I don't know how many teams would actually run current -1

The article mentions ongoing negotiations with lotus, but they will no longer be "just an engine supplier in f1". They are obligated to toro rosso until the end of 16. After that they won't supply anyone.

 

Toro Rosso is likely to go to Ferrari power too

 

Silly season this year is engines instead of drivers.

I give Renault 6 months after winning their first podium as a works team to 'reconsider' the decision not to supply engines. Make that 6 seconds.

 

Nah, historically after great success they will have "funding issues" and an "uncertain future", lose their top drivers and wonder why they suck again.

Don't get me wrong, I actually like Renault but look back at history:
2005 - won championship
2006 - won championship unsure about future
2007 - Alonso left 3rd
2009 - 2013 won 4 championships with red bull
2014- now unsure of future, vettel left, you know the results

 

That list is a combo of Renault works teams and Red Bull though , it's not always all about the power plant
