It's to make stuff simpler under the hood. With a distriburor ignition system, you have 1 coil that goes to the distributor that goes through wires to each plug. These wires tend to cause trouble, so car companies decided rather than use 1 big coil, they'd just put a little coil on each cylider. Follows the KISS method.

 

Yes it did. I think in 2000 they went from the 2 coils with 2 plug wires off each to the system I have mid way in producrion. Mine is a california truck too, but I doubt that was why it has the ignition it does.
