they line the front inner fender wheel wells to keep water and crap from splashing into the engine bay, pics are on www.AutoDIYstuff.com

Tacoma does not have them that i know of. its possible to make them for Tacoma if you drill holes in right places for the clips.

 

They are normally installed in your exhaust
