You have to wait for more Minutemen or settlers to arrive first then assign one of them

I think .38 is an option because the ammunition is so plentiful. At one point I had several thousand rounds of .38 so I decided to use it all.

I figured when other denizens of the Commonwealth stumbled upon a legendary deathclaw or a town full of people riddled with .38 bullet wounds they'd think "OMG" and realize there is a madman on the loose.

Big Boy-ing Covenant apparently had that effect because the radio DJ talks about Covenant going silent now.

Had to look this weapon up; sounds like a delightful little gun.

That's partly why I'm not taking my initial play through too seriously. I wanted to learn the game mechanics and have fun before getting down to brass tacks.

I wanted to build up to reach the rooftops but couldn't due to the height limit.

I usually leave a two-block open space to create an open area for the foot traffic. Stairs and the like to go up and over consume valuable resources and creates congestion that is a pain in the ass to deal with.

    That's what I'm talking about.

I moved them both. Go into workshop mode and highlight one of them. There should be an option to "Move" the person (it's "R" on PC, same as the scrap key). Tap the Move key/button and it'll let you select any of your settlements to send them to. You can do this with any settler or character/companion in a particular settlement.

Don't forget to put up a radio beacon (separate from the big one) to call in settlers. Otherwise, I think just a couple random Minutemen show up.

I currently have 21 settlers, including three Minutemen, Ronnie, Preston, and Sturgis.

So something I've done is deactivated all my settlement beacons save for two. This allows for easier settler management and keep overpopulation to a minimum. Whenever I commission a new settlement, I'll go to one of my two established settlements with active beacons and move excess settlers from there to the new settlement. Once they arrive its easier and more efficient for me to assign and track the settlers as needed.

I also send all companions to a single settlement, in my case Red Rocket. No one else is there and no recruitment beacon was built. This way I know exactly where all those bastards are at all times without having to sift through the unwashed masses. Preston, Cait, & Dogmeat have a comfortable existence there.

I'm not 100% sure that you need one, but the first time I beat the game, I did not add one and my Castle settlement only ever had 5-6 settlers in it when I finished the game. This time, I set up a beacon on the castle wall I got a full settlement very quickly.
