They should've kept it L3. Not sure how Bethesda figured people to know any of this, especially those that never played fallout.

The other thing that irks me is how straight out of the vault you know how to use power armor, where as in f3 you needed training.

Well, in the opening monologue, you see the main character in a power armor suit from his days fighting the Chinese. I understand what you're saying though.

 

That makes sense, that's right he was in the military. Wasn't really paying attention.

 

However, can't you play as the wife instead? I'd assume she can wear power armor too, so much for being canon.

 

That's a good question why she can. All we know of the wife's past is that at some point she became an attorney.

 

I'm gonna go ahead with my own narrative and reject that her husband "taught" her how to use power armor, that she's a closet slut and slept with a higher up and trained her to use power armor...

I can't though, as the only way IN to my home is via fast travel. Since you can't cursor-carry something through a fast travel, the best I could do is pick up dismembered body part, RUN all the way back home, and make an Intimidation Pile under home

 

Teach them not to sleep in your bed.
