I'm at 21 currently, and have had to start avoiding Sanctuary to keep from getting more of the gorram Preston "We need another settlement" quests.

    Not just me then.

I had 4 attacks in a row this morning...two of them while I was still defending the last one...and I hadn't had a settlement attack in 10 levels or so

I know Fallout was updated (Steam) last night. I don't remember if the attacks started in earnest before or after the update. It's probably unrelated but it's the only variable that's changed as far as I know. Other than my freaking 2nd video card.

It sucks when you're overburdened by crap and having to defend settlements. I'm able to fast travel and use AP to run when overloaded, but I feel tired just watching my Sole Survior lumber and plod towards the enemy.

I've only had 3 settlement attacks the entire game. One I fast taveled to defend and I saw nothing so I figured they took care of it and I left. 10 minutes later it said I failed. One I passed without showing up, they just damaged a sentry gun. I never repaired it, I guess Sturgis did. The last one I fast traveled to and killed like 5 ghouls and it was over.

The prompt usually comes up just before the attack actually starts so if you go there right away you get there before the attack starts

One thing I've noticed, until you see the notification that your settlement has been successfully defended, don't leave. Walk the perimeter of your settlement to eradicate the remaining enemies.

Ok, I have almost max charisma, so that's ruled out, tried it without power armor, so that's ruled out.
Here's a screen shot of Sturgis while I'm in workshop mode. Notice I can't do a single thing with him. Can't even assign him to a job.

    That's pretty serious bugged.

The only thing I've had even remotely close in on a couple of occasions, some plants or other stuff would become non-targetable. Couldn't interact with them at all, though they were still physically there and in your way.

Ended up having to save and reload 3 or 4 times to get them all 'clickable' again. I'd reload, and like 4 of the problem plants would randomly be clickable again. So I'd manipulate them in some fashion and replant them, and from then on they were fine.

He doesn't seem to be highlighted there

I sometimes have objects not highlight in workshop mode but pushing the select button ( X on PS4 ) still allows me to pick them up / select them even though they weren't highlighted

Going in and out of workshop mode a couple times fixes it too

Like I said upthread, save/desktop/reload a couple times and see if you can magically manipulate them again. It's not a terribly uncommon issue, though I've not heard of it with NPCs before, just 'stuff'
