I can't really answer that. I don't know your entire set up. Could be the CB speaker is just bad or whatever. Most likely. Maybe it's not powerful enough to receive very well too

Most important is a good ground plane for the antenna. Wilson mag mounts are awesome on the roof, but alas they are tall and not the best in the woods. Hood mount is second best, followed by truck bed or tailgate mount. That being said, you can still transmit and receive fine with any of those options if you get a SWR meter and tune your antenna. If there is a local CB shop, they can usually "peak and tune" your radio to get a little more wattage out of it, which will help with your signal. Read up on it, there are plenty threads and writeups on CB's.
